I think it’s safe to assume from Romans 1 that all people already know God exists, and they know something about His power and glory. And yet, even so, by the Holy Spirit’s conviction, God will, in His mercy, drive the point home even more, and confront their state of denial.

They are “without excuse” (Romans 1:20) implies man is bent on making excuses.

The Holy Spirit will convict/convince/reprove the world of sin (John 16:8).

Why does the world need convincing? It implies people have believed falsely concerning God and their actual sinful, fallen condition.

Yes, they know God exists, and yet they have believed falsehood about God and themselves, they have made excuses to excuse themselves, to justify their sinful actions, so they need convincing by the Holy Spirit.
